While in Kauai last week I was snorkeling and came across a Flying Gurnard. First time I have ever seen one, but I hung out and watched if for a while in fairly shallow water. They "walk" along the ocean floor on their pectoral fins, and I could see it stirring up sand looking for food. It was really cool, I had to do a bit of searching to figure out what it was. I was searching Google for "fish with wings in Hawaii" and things like that. This looked to be pretty similar to what I saw, although this is not my video as I wouldn't chase a fish with a stick! The one I saw had more red splotches on the body and less blue on the "wings"
