Just had a question. In a new house is the ruff in plumbing conected or is it just more or less a marker for the service?

Should be connected and capped, but should be doesn't always happen. :)

Cut a big hole in concrete where it "should" be. If there, rejoice. If NOT there, refill big hole with concrete and complain about it at the next few family gatherings.

Can I just take the cap off and stick a snake or something down the drain?

You can see the cap? I'd assume that if you can see the cap then there would be plumbing there but I also think that running a snake would be a great idea. My house has a spot in a spare bathroom that is suspose to be pre-plumbed for a bath tub but it would be under concrete.

You can call 99 dollar rotor rooter and they can send a camera down the line for 99 dollars.... or you can pull the clean out cap and send a snake down from a drain and watch for it at the tie in through the clean out.
