Mike is too nice to say it, so I will: "Will not deliver" means whoever buys it needs to come get it. It's an SPS colony the size of a baseball for $15. If that's not worth the effort and the gas money, then don't come get it. Asking someone to deliver something that's already a screaming deal when they've said in plain English that they're not going to deliver is ridiculous.
