Who should I ask to add a new fuse box? Existing fuse box is full, so want to add new one for my tank. Also, I want to know the idea how much it is going to be.

Thank you for your help!

How many extra do you need, easiest thing to do is add wafers/split breakers to the existing one unless you need a lot of new spaces but for 3-4 this should solve your problem easy then just have to pull wire to the locations needing the new power

I just installed a new 8 space subpanel with a 50 amp breaker last week. When it was complete, I had spent about $80 for the whole project.

A new 100 A service panel runs between 1500-2000 (installed by electrician cost) usually. You can save some money by only running a 50 A panel, or by replacing breakers in the existing panel with tandem breakers. Depending on how many extra circuits you need, the tandem breakers may put you in violation of the NEC, which is a big no-no. If you can list the quantity rating and use of your existing breakers, the rating of the panelboard, and how many new circuits you will need, I can verify whether or not the tandem breakers will meet code.

I'm considering adding a sub panel and new outlets as well. I'd like to prewire everything, and bring in a contractor to tie it all up.

Is anything required special for GFCI outlets, standard romex used, or something else?

Standard romex is fine as long as you get 12-2 grounded for a 20A circuit

If you were going to wire an entire basement (to finish - 1600 sq ft), what would you use?

I was initially thinking of only adding a subpanel for the fish equipment, but might as well do it once, and do it right for the entire basement.

12-2 grounded romex is fine for that as well as long as no runs exceed 100 ft. If they will exceed 100 ft up it to 10-2 grounded romex. Make sure to get 75 or 90 degree C insulation to give a factor of safety in the cable ampacity and get plenty of steel sleves for areas that could inadvertantly get a nail driven into it.

I added a 100 amp subpanel for my basement, fish room and hot tub. Over kill maybe but I like the room since you have to have the arc fault breakers per code so no double breakers. I did it all myself

Thank u for ur help. I checked my fuse box and occupied and used all slots. It looks like I need to add sub panel like 50A. Does it cost $1000? Or much cheaper?

1000-1500 would be typical if an electrician provided all the parts, assembled everything, and wired about 8 outlets to it. If you read up on the NEC, do most of the work yourself and just have an electrician check your work and tie it into the main you could bring the cost down in the 200-300 range
