Flower Anemone Placement

where should i place the flower anemone. In the sand or on the rock? Should they be placed together in groups or spread out around the aquarium? How do you get them out of the bag if its planted its foot there?

I had most of mine low and on rock work that was at least a 2 hour trip to my valued corals. My flowers moved a lot until i placed them on a few large rocks half buried and sitting separate from everything else on the sand bed. They didn't want to cross the sand i guess.
