Could I theoretically use that retro kit with a 24" bulb? I have reflectors for a light that size. Could I not just oh the ice caps 24" apart or would the ballasts blow the 24watt bulbs? Start them faster? Not an electrician as you may have guessed

Ballasts would toast the lamps. The ballasts you need are 24/39 watt ballasts that will run 24 and 36" T5s. Don't scrimp on ballasts. A pair of lamps costs more than a ballast so if you overdrive them and decrease the useful life of the lamps you end up spending WAY more in the long run.
