Berthoud Library Fish Light

Hey guys, I volunteer at the library in town taking care of their freshwater tank. It's a 55 gallon w the stock t-12s. I was changing out the bulbs today and one isn't picking up. It will glow on the ends and then cut out when the other one fires on. See pic.
Suggestions? I'd love to replace the light for them but it's a limited budget and we work w what's here already. Thanks!!!

Might be the starter so you can start by swapping with the one from bulb that does work. They sell replacements at lowes and im sure HD too

Make sure to know what you need in starters. FS-2 or a FS-4
