Nikwax makes what you want...they have a "tech wash" for cleaning and another product that's a wash in or spray on waterproofing. Can't remember if I have any left for you to try...but I have gone thru bottles and bottles of their products since they were freebies when I worked at REI.

I picked up a specialty cleaning detergent somewhere, but I haven't used it yet. I might have picked up a spray waterproofing stuff, too. Again, haven't used that either. LOL. Is it wrong that I am antsy for ski season to get here? Need to wash my gear and try that stuff (unless the Nikwax is better, then I'll go get some of that), and get my skis tuned.
Just as a heads up... go with the wash in textile treatment the first go around, it works better than the spray. The spray is OK for "touchups" mid-season, but won't take gear that allows water to seep through and magically make it waterproof.

PS...I have some if you wanna try it....both the cleaner and the treatment. I have a couple things I need to treat for the season so if you don't mind tossing my gear in a load of laundry with yours, it should be enough. 1 bottle of treatment = 1 load of up to 4 garments...might as well get the most out of it.
