If I got a sick fish from Premier, or any other retailer for that matter and introduced it into my system I would be upset with myself not the retailer.
Absolutely.... There is definitely some CYA on the retailers part in the statement about quarantining. It is also not up to the retailer to guarantee the fish unless the retailer is the only one that does the maintenance and stocks the tank. There are two many other things that could happen to cause an outbreak that is outside of the retailers hands.
I think people who have had an issue with an outbreak because of a new fish fall into three categories.
1) They start quarantining themselves.
2) They find a better source for fish that has a good quarantine process.
3) They quit or limit their fish stock.
I think more often they would find a better source for fish then go through the hassles of quarantining sick fish. Many people who quarantine themselves would also find a better source. Instead of having to medicate every time, they will QT for observation. Which is probably something I would consider doing when I build a new tank.
BTW. This discussion really relates to the type of retailers there are. Retailers who are just in it for the money and many times cut corners vs retailers who are actually hobbyists that care about the quality of stock they sell.
