How long are your lights on every day?

When you do a water change try to siphon it off of the sand and remove as much as you can without disturbing it and getting it into the water column.

I'll goo ahead and do that looks like it comes back when the lights are on for like 2 hours

8 hours on seems just fine, sometimes if they are on for 12 or 14 hours it's just too much light. You could try product like Chemiclean, which will get rid of it, but if you don't figure out the root cause it will likely just come back. I fought it for a long time and ultimately it was reducing the amount I fed my fish that seemed to help the most! I now feed once a day, and I try to keep it small amounts. Fish all seem fat and happy, and I haven't had an outbreak in a long time.

Tank was also moved 4 months ago, could just be readjusting as a new tank would? Might just take some time, patience, and frequent siphoning, to get it under control.

That certainly looks like cyano not dyno. Have you tried Chemiclean yet? Works great against cyano but note that it will return if you dont figure out whats feeding it? And I would be willing to bet it is because your tank is overstocked and that skimmer cant keep up. By my count you have 14 fish in that 75g, 2 of which, the yellow tang and the hippo tang, really need a bigger tank and should not be crammed in there with the others. I would imagine that as your fish continue to grow, this will become more and more of an issue because you are consistently exceeding the stock limit on that tank.
Long term, I would recommend getting rid of a few fish and get to like 10 or less fish, but you might also consider getting a bigger skimmer.

I can't fit a bigger skimmer that's how the tank came with the fish but yea I'll have to decide witch ones have to goo then I really want to keep both tangs for sure if I can

If it is dynos raise you pH to 8.3 - 8.5 go lights out for 7-10 days and wrap the tank in black trash bags so absolutely no light not even ambient room light can get during that time.

Get your rodi tested for silicates (tds meters wont do this) make sure your RODI water is not a possible source of silicates feeding the problem and do a few larger water changes during this time. If you discover silicates refrain from water changes until that is resolved. Spectrapure's silica buster is great for this!

I did the trash bag with no light already for 2 days and it's almost gone I also just got all new rodi filters yesterday I'm doing a water change today and it looks like it's red slime bacteria I'm haven't use rodi water and it looks like it's helping hope that was the problem

Cyanobacteria. .. I have recently had the same issue. I used 3 rounds of chemi clean with an air stone in my tank. Followed each round with a 20% water change (every 48 hours), followed by dosing Microbacter 7, and chemo pure blue and purigen. They are almost gone

depending on if you are dealing with dynos or Cyano the treatment is a little different. Chemi clean will do nothing to dyno
