There is no real rule of thumb for LEDs. Maybe post some specs on the tank you want to put LEDs on and the LED users can recommend you something?

Some people say use a 120watt for every 2 feet of tank (from left to right) But you can use less lights with more wattage, or you can use more lights with less wattage, or vise versa (more lights and more wattage). It depends on what you want and how much you want to spend.

Go get 2 Reefbreeder Photon 32's, especially if you wait for a group buy. Full spectrum, built in controller. Awesome light for the $. (Can see mine if your nearby, just PM)

Then Reefbreeders and others have "value" fixtures which can be full spectrum and fairly cheap but are usually just off/on + a dimmer knob if you are lucky. (With a quick look, something like option 3 from above posts link.)
