Trying to figure out what lights to get with out breaking the bank. The tank I that the lighting is going to be used for is a 40 breeder maybe a couple coral and anemone.

If I got these lights from HD http://www.homedepot.com/p/Lithonia-Lighting-All-Season-4-ft-2-Light-Grey-T8-Strip-Fluorescent-Shop-Light-1242ZG-RE/202052422 would be 3' in length to fit over my tank, and switch out the lights to accommodate what is going in my tank, would that be enough?

I also have the Current Obrit Marine Lights but that is to long for my tank and don't really have a way for using them in my tank.

Open to suggestions.

That's good for a fish only tank not for a reef , I'll recommend you to go with a Chinese led black box you can grow anything and they are Cheap

Since its only going to be fish for the most part, I'll probably stick with this until I can save more $ to but some nice ones.

One that note is there a certain intensity I should do for it?
