My electrician had a family emergency and can't help me with the wall penetration for my tank.

I need:
Drywall cut out for an old work box
Flexible conduit or inner duct rant through wall to basement
Wall is spray foamed and connects to garage.
Pics attached of locations.
If things end up being impossible to do this way, we could cut the baseboard back and drill into the floor.
